The State Department of Health Care Services may maintain a statewide mental health prevention program directed toward a reduction in the need for utilization of the treatment system and the development and strengthening of community support and self-help networks. The State Department of State Hospitals may support the establishment of self-help groups, which may be facilitated by an outside
entity, subject to the approval of the hospital administrator, at state hospitals.

This law allows the State Department of Health Care Services to run programs that prevent mental health problems and reduce the need for treatment by focusing on community support and self-help networks. Additionally, it permits the State Department of State Hospitals to support self-help groups in state hospitals, with the hospital administrator's approval, possibly facilitated by outside entities.
