Section § 25000

Explanation

This law shows that California's Legislature wants to explore different ways to provide health care for everyone in the state. They aim to study all potential options to achieve universal health care coverage.

It is the intent of the Legislature to create a process by which the options for achieving universal health care coverage can be thoroughly examined.

Section § 25001

Explanation

The Secretary of the California Health and Human Services Agency must report to the Legislature about different ways to provide universal health care coverage. This includes exploring how to fund it, deciding on how it will be managed, and determining what kinds of health services all residents would be covered for.

The Secretary of the California Health and Human Services Agency shall report back to the Legislature on the options for achieving universal health care coverage, including:
(a)CA Welfare & Institutions Code § 25001(a) The options for financing universal health coverage.
(b)CA Welfare & Institutions Code § 25001(b) The institutional mechanism or mechanisms by which universal health coverage may be delivered.
(c)CA Welfare & Institutions Code § 25001(c) The extent and scope of the health coverage which all California residents may have.

Section § 25003

Explanation

The law requires the secretary to report to the Legislature by December 1, 2001, about the findings from looking into options for providing health coverage to everyone.

The secretary shall report back to the Legislature on or before December 1, 2001, on the results of the process established to examine the options for providing universal health coverage.
