The department, either independently or in cooperation with any person or any county, state, federal, or other agency, or on request of the state board, to the extent funds are allocated therefor, shall conduct surveys and investigations relating to the reclamation of water from waste pursuant to Section 230.

This section allows the department to work alone or with other entities, like counties, states, federal agencies, or other groups, to conduct surveys and investigations about reclaiming water from waste. This can be done if funds are available and even upon the request of the state board, following guidelines in Section 230.
