This law allows a district to manage water resources by conserving, storing, and distributing water. To achieve this, the district can build or acquire physical structures like dams, reservoirs, canals, and wells.
A district may conserve, store, spread, and sink water and for such purposes may acquire or construct dams, damsites, reservoirs and reservoir sites, canals, ditches and conduits, spreading basins, sinking wells, and sinking basins.

This law allows a district to keep up with, run, and fix any projects or infrastructure mentioned in the previous section.

This law allows a district to build, operate, and maintain structures and facilities that help protect land and property from flooding, even if these are located outside the district's boundaries.

Section § 74525
This law allows a district to create and manage water infrastructure like wells and pipelines. They can operate these systems to pump, sell, deliver, or distribute water.
A district may drill, construct, install, and operate wells, pumps, pipelines, conduits, valves, gates, meters, and other appurtenances to such wells, pipelines and conduits, and may pump water therefrom and thereby for sale, delivery, distribution, or other disposition.

Section § 74526
This law allows a district to sell, deliver, distribute, or otherwise manage any water it has stored or controls. Essentially, the district can decide how to use or distribute its water resources.
A district may sell, deliver, distribute, or otherwise dispose of any water that may be stored or appropriated, owned, or controlled by the district.

Section § 74527
This law states that a water district in California has the authority to set the prices for selling water. However, these rates must be consistent for similar types of service across the entire district.
A district may fix the rates at which water may be sold by the district. The rates shall be uniform for like classes of service throughout the district.
