In case suit is brought in a federal court for determination of rights to water within, or partially within, this State, the board may accept a reference of such suit as master or referee for the court.

If a lawsuit is filed in a federal court to decide who has the right to use water in California, the board has the option to act as a master or referee for the court.

Section § 2076
This law section says that when the board is doing its work under this chapter, it must follow the court's practice and procedure rules, or any specific directions the court provides.
In acting under this chapter the board shall proceed according to the rules of practice and procedure of the court or as otherwise directed by the court.
