Section § 36450

Explanation

This law section says that improvement districts can be set up inside other districts just like they are in irrigation districts. Once they are created, these improvement districts will operate in the same way as they do within irrigation districts.

Improvement districts may be formed in districts in the same manner as improvement districts are formed in irrigation districts. When formed, such improvement districts shall be governed in the same manner as improvement districts in irrigation districts.

Section § 36451

Explanation

The board of directors in a district has the same authority and duties as the board of directors in an irrigation district when it comes to creating and governing improvement districts.

The board of directors of a district shall have the same rights, powers, duties and responsibilities with respect to the formation and government of improvement districts in districts as the board of directors of an irrigation district has with respect to improvement districts in irrigation districts.

Section § 36452

Explanation

This law gives the board the same authority over improvement districts as an irrigation district board has over distribution districts. Essentially, it means the board can manage and make decisions for improvement districts similarly to how an irrigation board handles distribution districts.

The board shall also have, in addition to its other powers, the same powers with respect to improvement districts in districts as the board of directors of an irrigation district has with respect to distribution districts in irrigation districts.

Section § 36453

Explanation

This section explains how assessments, which are like special fees, in an improvement district must be handled. These assessments should be levied, collected, and enforced similarly to how annual taxes are managed for that district. However, they should follow the specific procedures used for improvement districts or distribution districts within irrigation districts.

Assessments in an improvement district in a district shall be levied, collected and enforced at the same time and in as nearly the same manner as practicable as annual taxes for purposes of the district in which formed, except that the assessment shall be made in the same manner as provided with respect to improvement districts or distribution districts in irrigation districts.
