Section § 17101

Explanation

This section explains that you can challenge the validity of bonds or debts related to a public utility project through a legal process outlined in another part of the law (specifically starting at Section 860 in the Code of Civil Procedure). Once these debts are authorized, they're considered to exist even before they're actually incurred.

An action to determine the validity of bonds or indebtedness, authorized for the acquisition, construction, or completion of any public utility or public utility works, may be brought pursuant to Chapter 9 (commencing with Section 860) of Title 10 of Part 2 of the Code of Civil Procedure. For such purpose an indebtedness shall be deemed to be in existence upon its authorization.
