Section § 11506
The term "sewage disposal" covers all activities related to getting, building, increasing the size of, running, and keeping up systems for managing waste water. This includes large pipes that collect sewage, facilities that treat sewage, pumping stations, pipes that carry treated water away, and related equipment.
“Sewage disposal” means the acquisition, construction, enlargement, operation, and maintenance of intercepting sewers, sewage treatment works, pumping plants, outfall sewers, and appurtenances.

Section § 11507
This section explains that when calculating the 'percent of the total vote cast' for petitions or nomination papers regarding a district or special district, this percentage excludes mail-in votes. It uses the votes cast during the last statewide general election to determine this percentage.
