Waste TiresGeneral Provisions
Section § 42810
This law states that local agencies have the power to regulate how people or businesses manage waste tires, including storing, collecting, processing, or disposing of them. This means local governments can make their own rules about handling waste tires without any restrictions from this law.
Section § 42811
This law allows the board to give certain responsibilities to enforcement agencies. These include reviewing operation plans, inspecting facilities, and enforcing permits for waste tire facilities.
Section § 42812
This law says that the environmental review process in Division 13 of the Public Resources Code doesn't apply to permits for operating existing waste tire facilities, unless there have been significant changes in their design or operation. Specifically, it applies if such changes occurred between when this chapter took effect and when the permit is first issued, and also for any major changes made later.
