At any time after the incorporation of a district, land contiguous to it may be annexed, if the board of trustees finds that the annexation will benefit both the land to be annexed and the district.

Section § 2900
This law explains that land next to a district can be joined to it, but only if the board of trustees decides that this will be good for both the land being added and the district itself.

Section § 2901
This law explains that when a new area is being annexed to an existing pest control district, the process to follow is the same as establishing a new district. However, the types of pests that need to be controlled in the new area must be the same as those that the existing district is already dealing with.
Annexations may proceed under Article 2 (commencing with Section 2822), as though territory to be annexed were a new district, except that the pest or pests to be controlled shall be the same as those which the annexing district is authorized to control.
