This law is called the Military Base Reuse Authority Act. It establishes the name that can be used to refer to it officially.

Section § 67801
California wants to quickly and effectively transfer and reuse military bases that the federal government has closed. The goal is to minimize economic disruption to surrounding communities and boost their economy and quality of life. Additionally, the reuse should protect the state's unique environmental resources. A strong governmental plan is needed to manage this process smoothly and ensure balanced cooperation.
The Legislature finds and declares all of the following:
(a)CA Government Code § 67801(a) It is in the best interest of the state to facilitate the transfer and reuse of property and infrastructure comprising military bases designated for closure by the federal government in the most expeditious manner.
(b)CA Government Code § 67801(b) The disruption caused by the closure of any military base on the civilian economy and the people of the surrounding communities should be minimized.
(c)CA Government Code § 67801(c) The state should facilitate the reuse and development of the military base in ways that enhance the economy and quality of life of the communities surrounding the base.
(d)CA Government Code § 67801(d) Any reuse and development of the military base should to the maximum extent possible maintain and protect the unique environmental resources of the state.
(e)CA Government Code § 67801(e) The objectives set forth above are most likely to be achieved if an effective governmental structure exists to plan for, finance, and carry out the transfer and reuse of the base in a cooperative, coordinated, balanced, and decisive manner.
