Notwithstanding any other provision of law, no special district, which is organized within the affected county or counties and governed by the board of supervisors thereof, shall have its territory divided or in any other way have its organization changed as the result of the establishment of the proposed county except by proceedings taken pursuant to law subsequent to the establishment of the proposed county.

This law states that when a new county is proposed, the boundaries or organization of any special district within the existing county can't be changed unless official legal steps are taken after the new county is established. This means no automatic changes to these districts occur simply because a new county is being formed.
