Explanation

If a government body decides it needs to reduce staff to save money, it must let go of the least senior employees first. This means those who have worked there the shortest amount of time will be the first to go.

If the legislative body determines that a reduction in personnel is necessary for economy reasons, it shall observe the seniority rule in putting the reduction into effect.
