Explanation

This law requires that each community college district in California must ensure their students and faculty have access to library services. They can do this by either having their own libraries or by partnering with another public agency to provide these services.

The governing board of each community college district shall provide library services for the students and faculty of the district by establishing and maintaining community college libraries or by contractual arrangements with another public agency.

Section § 78101

Explanation

This law section requires the board of governors to create guidelines and rules for the operation and services of community college libraries.

The board of governors shall adopt standards, rules, and regulations for community college library services.

Section § 78103

Explanation

This law states that community college libraries must be accessible to both faculty and students during the daytime. Additionally, the governing board can decide to extend library hours to evenings and Saturdays. When libraries are open during these additional times, they must be supervised by academic staff.

The libraries shall be open for the use of the faculty and the students of the community college district during the day. In addition, the libraries may be open at other hours, including evenings and Saturdays, as the governing board may determine. Libraries open to serve students during evening and Saturday hours shall be under the supervision of academic personnel.
