Section § 8250

Explanation

This law creates an Office of Special Services within the Health and Welfare Agency, led by an executive officer appointed by the Governor. The office's responsibilities include coordinating and streamlining the efforts of various offices, councils, commissions, and boards within the agency to avoid redundant work. It also assists these units in achieving their goals and may conduct special studies or provide services as needed, upon request by the Secretary.

There is hereby created in the Health and Welfare Agency an Office of Special Services under the control of an executive officer appointed by and holding office at the pleasure of the Governor. The duties and functions of this office shall be to:
(a)CA Welfare and Institutions Code § 8250(a) Coordinate, oversee, direct and harmonize the work of the several offices, councils, commissions and boards in the Health and Welfare Agency.
(b)CA Welfare and Institutions Code § 8250(b) Assist such offices, councils, commissions and boards in meeting the goals and priorities each such unit has established.
(c)CA Welfare and Institutions Code § 8250(c) Assure that there is no duplication of work, effort or programs among or between the several offices, councils, commissions and boards.
(d)CA Welfare and Institutions Code § 8250(d) Render such services as may be needed by any such office, council, commission or board.
(e)CA Welfare and Institutions Code § 8250(e) Perform such special studies or services as may be requested by the Secretary of the Health and Welfare Agency or by any department within the Health and Welfare Agency with the express approval of the Secretary.

Section § 8251

Explanation

This section allows the Office of Special Services to make agreements and contracts with various entities, like people, companies, and agencies, to fulfill its objectives. It also permits the office to require state departments to contract with it for necessary services.

The Office of Special Services may enter into agreements and contracts with any person, agency, corporation or other legal entity and take such other action as is necessary to carry out the purposes of this chapter. The office may require state departments to contract with it for services to carry out the provisions of this chapter.

Section § 8252

Explanation

The Office of Special Services can receive and use donations of money and, with approval from the Department of Finance, can also handle other types of property donations. These resources are used to support the goals of their work.

The Office of Special Services may accept and expend grants, gifts and legacies of money, and with the consent of the Department of Finance, may accept, manage, and expend grants, gifts, and legacies of other properties in furtherance of the purposes of this chapter.
