This chapter shall be known and may be cited as the Home-Delivered Meals Act.

Section § 9500
This law is called the Home-Delivered Meals Act. It deals with programs that provide meals delivered to people in need at their homes.

Section § 9501
This law outlines how new funds for serving older adults should be allocated and used by local agencies. The money should be distributed based on the current funding formula. It can be used for several purposes, like serving older adults on waiting lists, extending meal delivery days from five to seven per week, providing special diets, increasing outreach about available meal services, and expanding facilities. Funds can also cover transportation costs for meal delivery and address unmet nutrition needs among older adults. The law encourages programs to reduce social isolation among homeless and economically disadvantaged seniors.
(a)CA Welfare and Institutions Code § 9501(a) The department shall allocate any new funds to area agencies on aging based upon the existing intrastate funding formula, but without regard to subdivision (b) of Section 9112.
(b)CA Welfare and Institutions Code § 9501(b) Funds may be expended by area agencies on aging for any of the following purposes:
(1)CA Welfare and Institutions Code § 9501(b)(1) To serve older individuals on waiting lists.
(2)CA Welfare and Institutions Code § 9501(b)(2) To increase the number of days per week that meals are provided under the Home-Delivered Meals Program from five to seven.
(3)CA Welfare and Institutions Code § 9501(b)(3) To provide modified diets specific to the needs of individuals being served by the Home-Delivered Meals Program.
(4)CA Welfare and Institutions Code § 9501(b)(4) To establish an active outreach program to ensure that California’s older adults are aware of the availability of home-delivered meals services.
(5)CA Welfare and Institutions Code § 9501(b)(5) For capital outlay to expand the physical capacity of local needs programs to serve unmet need.
(6)CA Welfare and Institutions Code § 9501(b)(6) To fund transportation costs related to the delivery of home-delivered meals.
(7)CA Welfare and Institutions Code § 9501(b)(7) To otherwise deal with the unmet home-delivered nutrition needs identified by the area agency on aging in accordance with the criteria developed by the department pursuant to this subdivision.
(c)CA Welfare and Institutions Code § 9501(c) The department shall encourage area agencies on aging to include in the home-delivered meals programs alternative service models designed to reduce the social isolation
of older adults who are economically and nutritionally disadvantaged and who do not have permanent housing.
