The department may adopt regulations to implement this division in accordance with the Administrative Procedure Act, Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code. The initial adoption of any emergency regulations following the date on which this revised division takes effect shall be deemed to be an emergency and necessary for the immediate preservation of the public peace, health and safety, or general welfare. Emergency regulations adopted pursuant to this division shall remain in effect for no more than 180 days.

This law section allows a department to create rules to put this specific part of the welfare code into action, using a standard process called the Administrative Procedure Act. Initially, any emergency rules made right after this division becomes effective are treated as urgent and needed to protect public well-being. However, these emergency rules can only be in place for up to 180 days.
