Section § 60180
At their first meeting, or soon after, the board needs to appoint a secretary, treasurer, attorney, general manager, and auditor. These appointments require a majority vote. The board will set their responsibilities and pay. Each person serves as long as the board wants. The board can also hire more staff as needed to run the district effectively.

This law states that the treasurer, or someone else the board chooses, is responsible for writing checks or warrants to pay bills. However, these bills must first be reviewed and approved following the board's established process.

This law states that the general manager is responsible for maintaining, operating, and constructing the district's facilities. The manager has the authority to hire and fire employees as needed, assign their duties, and decide their pay, but these actions need the board's approval.

The general manager has to do any additional tasks given by the board and is required to report back to them following their specified rules and guidelines.
Section § 60186
This law states that the attorney serves as the legal adviser for the district and should also carry out any additional responsibilities assigned by the board.
Section § 60187
This law requires certain district employees, like the general manager, secretary, and treasurer, to provide a bond as a guarantee that they'll perform their duties faithfully. The district will cover the costs of these bonds.
