Internal OrganizationThe Board
Section § 74220
This law specifies that the board of directors of a district must meet and organize after elections. For the first board, this meeting must happen on the Tuesday after the election. For future boards, it should happen at the first board meeting after new directors take office, but no later than December 31st.
Section § 74221
This law states that the board is responsible for overseeing and handling all business and activities of the district.
Section § 74222
This section states that once the board's office location is set up within or near their district, it can't be moved without proper notice. To change the office location, the board must post a notice in three public places and publish it in a widely-read local newspaper once a week for 30 days.
Section § 74223
This law specifies that the board must hold regular meetings at its office on the first Tuesday of March, June, September, and December. Additionally, the board can hold special meetings when necessary. If there is a good reason, the board can decide to have more regular meetings by passing a resolution.
Section § 74224
This law allows the board to change the day and location of their regular meetings through a resolution. However, they must inform the public of these changes by publishing a notice in a widely-read local newspaper once a week for at least two weeks before the new meeting date.
Section § 74225
This section allows the president or a majority of the board members to call for a special meeting if they specify in writing what business will be addressed. This order must be recorded in the board's minutes. Members who did not join in calling the meeting must be given at least three days' notice, sent to their last known address. During the special meeting, only the business that was specified in the initial order can be discussed or acted upon.
Section § 74226
This law requires that all board meetings are open for the public to attend.
Section § 74227
In order for the board to conduct any official business, more than half of its members need to be present and actively participating in the meeting.
Section § 74228
This law states that the secretary must keep a written record of everything that happens during board meetings.
Section § 74228.5
This law allows a school district to destroy certain records by following specific procedures outlined in another part of the Government Code.
Section § 74229
Every year, the board must create a verified financial report detailing the district's money matters, such as where their money came from and what it was spent on during the previous year. This report needs to be kept in the district office.
