Section § 74090
This law says that once the board of supervisors figures out the boundaries for a new district, they have to split the district into either three, five, or seven parts, depending on what was asked for in the petition to create the district. These parts should all be about the same size and need to be numbered in order.
Section § 74091
This law explains that each division within a district elects one director. To be eligible for election, the director must live in the division they want to represent, meet voting requirements of the district, and reside in the county or one of the counties where the district is located.
Section § 74092
Once the area is divided into parts for a new district, the local county board must organize an election. This election will let the people in the proposed district decide if they want to create the district and choose its initial board members.

An election to form a new entity must be held on the next scheduled election date that is at least 74 days after the petition to form has been filed.

The polling hours must start by 8 a.m. and end by 7 p.m.
Section § 74099

Voters should mark their choice by writing, printing, or stamping a cross next to the words that represent their selection on the ballot.
Section § 74102
This law states that on election ballots, there should be enough blank spaces for people to write in names for all director positions that need to be filled. If a voter's written-in name of a qualified individual occupies any of these spaces, it counts as a valid vote for that person.
Section § 74103
This law section states that, unless specified differently in this chapter, the formation of an election must follow the standard rules and procedures used in general elections in California.
Section § 74104
After a formation election concludes, the election officers must count the votes in public right away. They then have five days to report the election results to the board of supervisors.
Section § 74105
This law section says that after the formation election is held, the board of supervisors must review and count the votes. They should do this on the first Monday after the election, if they are in session, or at their next meeting, whether it's a regular or special meeting.
Section § 74106
If a vote to create a district fails, you can't propose or consider forming a district with any part of the same area for a year afterward.
