Section § 74430
This law states that the board of directors must pass a resolution to change the boundaries of divisions, following the procedures outlined in the Elections Code, starting at Section 22000.
Section § 74431
If the board wants to change the boundaries of divisions, they must first announce their intention and describe the proposed changes generally. They must also set a time and place for a public hearing where landowners in the district can express objections or suggest different changes.
Section § 74432
If there's an intention to change the boundaries of divisions within a district, a notice must be published in newspapers once a week for two weeks before a scheduled hearing. The notice should appear in newspapers in each county where the district is located.
At the hearing, the board will listen to any objections or petitions. After considering these, the board can decide whether to change the boundaries based on what would benefit the district.
Section § 74433
This law states that if a piece of land is removed from a district, the district's governing board has the option to redraw the boundaries of the divisions and voting precincts within the district. They must do this at least 30 days before any election takes place in the district.
Section § 74434
When new land is added to a district, the district board must adjust the boundaries of voting divisions and precincts to include the new land. They should do this no later than 30 days before any district election. If the land is added less than 30 days before an election, the people living on that land can't vote in that election.
Section § 74435
If one district merges with another under certain rules, the leaders of the district that is taking in the new area need to redraw the voting boundaries. This should be done following the same rules mentioned in another specific section of the law.
