Section § 53320
This law says that when there is enough money available to pay off certain warrants (which are like IOUs) that haven't been cashed in yet, the county treasurer can announce this in the newspaper. The announcement will include the numbers of the warrants that can be paid. After the announcement is made, those specific warrants will stop earning interest starting at midnight of the day the notice is published.
