Section § 53020

Explanation

This section describes the standard form for a 'demand warrant,' which is a kind of financial document issued by a Reclamation District board of trustees. It includes details such as the amount to be paid, the recipient, and the source of the funds. The warrant is issued by the treasurer of the county where the district is located and must be signed by the district trustees. Upon registration, the warrant can accrue interest at a specified rate. If not paid within four years from the date of issuance, it becomes invalid unless stated otherwise. The warrant states that it can be presented for payment, but may sometimes go unpaid if the funds are not available.

Demand warrants may be in substantially the following form:

Section § 53021

Explanation

This law states that when a demand warrant is presented to the county treasurer and is not paid, it must be registered, and a note of nonpayment should be made on it.

Demand warrants shall be presented to the county treasurer, and, if not paid on presentation, shall be registered and an endorsement of nonpayment made thereon.

Section § 53022

Explanation

If a demand warrant (essentially a request for payment) isn't paid when it's shown to the relevant authority, it will start accumulating interest. The interest rate is determined by the board as outlined in another regulation, specifically Section 53300.

Demand warrants not paid on presentation shall bear interest from date of registration at the rate adopted by the board, pursuant to Section 53300.

Section § 53023

Explanation

This law section states that if demand warrants (or payment requests) aren't paid right away, the county treasurer is responsible for paying them. They should be paid in the order they were registered, unless all the holders of these warrants agree in writing to a different order, and the county treasurer approves it.

Demand warrants registered for nonpayment shall be paid by the county treasurer either in the order of registration or in the order agreed to, in writing, by all of the holders of the district’s outstanding demand warrants, if the county treasurer approves the agreement.
