Section § 50950

Explanation

This law allows a district to hire experts like engineers to survey and plan the work needed to reclaim land within the district. They are also responsible for estimating how much the reclamation will cost.

A district may employ engineers and others to survey, plan, locate and report on the works necessary for the reclamation of the lands of the district, and estimate the cost thereof.

Section § 50951

Explanation

This law allows a district to hire any professional or support services needed to achieve its goals. The board has the authority to decide what help is necessary.

A district may obtain such professional and other services as is necessary to accomplish the purposes of the district and may employ such assistance as the board deems necessary.

Section § 50952

Explanation

This law allows a district to hire agriculture experts and necessary assistants to help with specific tasks. These tasks include supervising irrigation or protection work on district lands, advising farmers on improving land productivity and husbandry practices, conducting board-prescribed experiments, and performing other duties that benefit the people in the district.

A district may employ an expert in agriculture and related matters and such assistants as may be deemed necessary to do any of the following:
(a)CA Water Code § 50952(a) Supervise the construction of works for the irrigation or protection of district lands.
(b)CA Water Code § 50952(b) Advise landowners, or any person engaged in farming district land, of methods of increasing the productiveness of such land or as to any matters of husbandry.
(c)CA Water Code § 50952(c) Conduct experiments as prescribed by the board.
(d)CA Water Code § 50952(d) Perform duties for the general welfare of the people of the district as prescribed by the board.

Section § 50953

Explanation

This law allows a district that issues warrants or collects assessments to hire a clerk. The clerk works under the county treasurer's guidance. Their job is to handle the registration and payment of warrants as well as the levying and collecting of assessments.

A district issuing warrants or levying or collecting assessments may employ a clerk who, under the direction of the county treasurer, shall attend to matters pertaining to the registration and payment of warrants and to the levying and collecting of assessments.

Section § 50954

Explanation

This law explains how much the clerk gets paid annually for their services. The payment is based on the district's land size. The rate is one and a half cents per acre if the district has no outstanding bonds. If the district has issued bonds, the payment increases to three cents per acre. Land size is determined by the district's records or, if unavailable, the county elections official's records.

The clerk shall receive for his or her services a yearly sum equal to one and one-half cents ($0.015) per acre based on the net acreage of the district as indicated by the records of the district, or, if the net acreage is not obtainable from the records of the district, based upon the records of the county elections official or, if the district has outstanding bonds it shall pay the clerk three cents ($0.03) per acre.

Section § 50955

Explanation

If someone wants to hire a clerk and claim expenses for it, the county treasurer needs to give their approval.

Each claim for clerk hire must be approved by the county treasurer.

Section § 50956

Explanation

This law states that the board is responsible for issuing a warrant to pay for clerk services from district funds every six months, but only if a proper claim is presented.

The board, upon presentation of a proper claim, shall draw semiannually a warrant on the district funds for such clerk hire.

Section § 50957

Explanation

If the board doesn't issue a payment for a valid clerk hire claim, they'll have to pay 10% extra. Plus, an additional 2% is added each month until they finally pay.

If the board neglects or refuses to draw a warrant based upon a proper claim for clerk hire, 10 percent of the amount of the claim shall be added thereto, and thereafter 2 percent per month shall be added to the claim until a warrant is issued.

Section § 50958

Explanation

This law states that county officers cannot charge or receive fees for doing their job related to registering and paying warrants, or collecting assessments. However, if a county treasurer has reasonable expenses from doing these tasks, they can be reimbursed from the district's funds.

No county officer shall charge or receive any fee for services which he is required to perform in relation to the registration and payment of warrants or the collection of assessments but reasonable and necessary expense actually incurred by a county treasurer in connection with such acts shall be paid out of the funds of the districts.

Section § 50959

Explanation

Board of supervisors members and their clerks cannot earn extra money for tasks related to this division beyond their usual pay.

No member of any board of supervisors, or clerk of such board, shall receive compensation, other than his regular salary, for services performed pursuant to this division.
