Section § 71030

Explanation

This section explains that the rules in this division do not override or change any existing laws about water or how cities get their water supply.

Nothing in this division shall be construed as repealing or modifying any other law relating to water or the supply of water to cities, or the acquisition thereof by cities.

Section § 71032

Explanation

This law says that if a district includes or merges with another public organization or agency, the original organization or agency keeps its separate identity and legal powers. It doesn't lose its purpose or legal existence just because it's now part of a larger district.

The inclusion in, or annexation or addition to, a district, of the territory of any public corporation or agency shall not destroy the identity or legal existence, or impair the powers, of the public corporation or agency, notwithstanding the identity, or substantial identity, of purpose of the district.

Section § 71034

Explanation

This law states that if there's a requirement for giving notice in a county, it means notice must be given in every county that is affected unless Sections 72322 and 72341 say otherwise.

Except as otherwise provided in Sections 72322 and 72341, whenever provision is made in this division for notice in a county, it shall be construed to require notice in each affected county.

Section § 71035

Explanation

This law states that for districts covering areas in more than one county, any documents that are usually filed with a county clerk must instead be filed with the district's secretary, except during the district formation process.

Except with respect to formation proceedings, in any district containing lands situated in more than one county, all papers required by this division to be filed with a county clerk shall be filed with the secretary.

Section § 71036

Explanation

This law section states that when dealing with creating and managing financial and tax matters for districts that span multiple counties, the process should closely follow the rules used for districts located entirely within a single county, unless specifically stated otherwise in the division.

Except as otherwise provided in this division, procedure relating to formation, fiscal matters, and taxation in districts containing lands situated in more than one county shall conform as near as may be to such provisions with respect to districts containing lands situated in one county.
