Section § 71450

Explanation

This section defines terms related to elections in a specific district context. 'District election' refers to any election held for purposes within the district, except for elections that establish the district. 'General district election' is an election to choose directors held in even-numbered years during the general election. 'Special district election' covers any district election that isn't a general district election.

As used in this part:
(a)CA Water Code § 71450(a) “District election” means every election held within the district for district purposes, but does not include a formation election.
(b)CA Water Code § 71450(b) “General district election” means the district election for the election of directors which shall be held in each even-numbered year at the time of the general election and consolidated therewith.
(c)CA Water Code § 71450(c) “Special district election” means any district election other than the general district election.

Section § 71451

Explanation

This law states that, unless there's a specific rule mentioned in this section, the general rules from the Elections Code will apply to all district elections.

Except as otherwise provided in this division, the provisions of the Elections Code, so far as they may be applicable, shall govern all district elections.

Section § 71452

Explanation

This section means that the board is responsible for organizing and reviewing the results of elections related to initiatives and referendums. It also organizes other elections it is allowed to manage.

The board shall call and canvass all elections involving matters of initiative and referendum and shall call all other elections which it is authorized to canvass.

Section § 71453

Explanation

This law states that in order to vote in a district election, you must live in the specific part of the district where you're voting.

No person shall vote at any district election unless he is a voter residing in the division of the district in which he casts his vote.

Section § 71454

Explanation

This law section deals with district elections for lands located in more than one county, excluding formation elections. The secretary can obtain necessary registration books and indexes from county officials if needed. Except with respect to formation elections, whenever lands situated in more than one county are included in a district:
(a)CA Water Code § 71454(a) The secretary shall perform all duties prescribed by law to be performed by county clerks or registrars of voters, as the case may be, in connection with district elections.
(b)CA Water Code § 71454(b) Where necessary, the secretary is authorized to procure from the proper county officials all necessary registration books and copies of indexes thereof.
(c)CA Water Code § 71454(c) The board shall perform all duties prescribed by law to be performed by boards of supervisors in connection with district elections.
