Explanation

Each district is authorized to do whatever is needed to effectively implement the rules and objectives outlined in this division of the water code.

Each district has the power generally to perform all acts necessary to carry out fully the provisions of this division.

Section § 22226

Explanation

This law allows a district to build structures to collect water for its use.

A district may construct the necessary works for the collection of water for the district.

Section § 22227

Explanation

This law allows a water district to obtain the rights to store or transport water using reservoirs or conduits it doesn't own. It also permits granting rights to others to store or transport their water using the district's reservoirs or conduits.

A district may acquire the right to store water in any reservoir or to carry water through any conduit not owned or controlled by the district and may grant to any owner or lessee of the right to the use of any water the right to store the water in any reservoir of the district or to carry the water through any conduit of the district.

Section § 22228

Explanation
This section allows a district to make agreements with individuals, public corporations, or agencies to exchange, transfer, or deliver water rights or actual water between any of the parties involved.
A district may contract to perform and perform any agreement with any number of persons or public corporations or agencies for the exchange, transfer, or delivery to or by either or both parties of any water right or water.

A district may make and perform any necessary contracts to carry out the purposes of the district.

Section § 22231

Explanation

This law allows a district to make contracts to get and use equipment necessary for putting water under its control to good use. This means if a district needs tools or machinery to manage and utilize water effectively, it can arrange to obtain these through contracts.

A district by contract may acquire and operate any needed or desirable equipment to put water under its control to any beneficial use.

Section § 22232

Explanation

This law allows a district to hire experts in agriculture and related fields, along with other necessary employees, to carry out specific tasks. These tasks include supervising irrigation or land protection projects, advising farmers on improving land productivity, conducting experiments, and performing duties that benefit the community, all as directed by the board.

A district may employ an expert in agriculture and related matters and other employees as may be deemed necessary to do any of the following:
(a)CA Water Code § 22232(a) Supervise the construction of works for the irrigation or protection of land.
(b)CA Water Code § 22232(b) Advise the owners of land or any persons engaged in farming the land of methods of increasing the productiveness of the land or as to any matters of husbandry.
(c)CA Water Code § 22232(c) Conduct experiments as prescribed by the board.
(d)CA Water Code § 22232(d) Perform duties for the general welfare of the people of the district as prescribed by the board.

Section § 22233

Explanation

This section allows a district and a county in California to make a contract that divides the cost of work like locating, removing, repairing, or relocating facilities. These facilities can be on each other's roads or property. The terms and cost-sharing are decided by the district and county's governing boards to ensure fairness.

Any district and any county may enter into a contract agreeing to pay and apportion between them the costs of locating, removing, repairing, or relocating any facilities owned or to be owned by either party on the roads or other property of the other in such proportion and upon such terms as the governing boards of the parties shall determine to be equitable.

Section § 22234

Explanation

This law allows a district to manage and improve ditches and laterals (small channels for water) that it doesn't own, as long as at least two-thirds of the landowners who use those ditches or laterals agree to it. The district can create necessary contracts to fund and execute these projects, like for loans, repayments, building, or renting equipment. The update to this section in 1963 clarifies existing law rather than changing it.

A district may contract to operate, maintain, or improve ditches and laterals not owned by the district upon petition of at least two-thirds of the owners of land served by such ditches or laterals.
In order to carry out the purposes of this section, a district may make such contracts as the board deems necessary, including but not limited to loan and repayment contracts, construction contracts, and rental of equipment contracts.
The amendment of this section made at the 1963 Regular Session of the Legislature does not constitute a change in, but is declaratory of, the pre-existing law.

Section § 22235

Explanation

This law allows a district to share information with the public about its rights, properties, and what it does.

A district may disseminate information to the public concerning the rights, properties, and activities of the district.
