Section § 21375
After the original directors have taken their positions, they must meet on the first Tuesday after this happens. Then, after a general district election, they are required to get together on the day of their first regular monthly meeting following the first Friday in December. During these meetings, the directors will organize themselves as a board and can conduct other district-related business.
Section § 21376
At its first meeting, the board must choose one of its members to be the president and also appoint someone as the secretary. These roles can be changed anytime at the board's discretion.
Section § 21377
This law states that the board is required to have a regular meeting on the first Tuesday of every month at the district office.
Section § 21377.5
This law allows the Board of Directors of the Tri-Dam Project, which includes the Oakdale and South San Joaquin Irrigation Districts, to hold up to four regular meetings each year at specific locations. These meetings can be at Tri-Dam Project offices in Sonora or Strawberry, California, or within 30 miles of these cities. The board must officially decide these locations during a regular meeting by passing a resolution. Additionally, all meetings must follow the rules set out in the Ralph M. Brown Act, which governs public meetings.
Section § 21378
This law section allows the board to decide and record in their meetings' minutes any specific day of the month for their regular monthly meetings. If they plan to have more than one regular meeting each month, they can also set those days. When multiple meetings are held in January, the first meeting day becomes the designated regular meeting day for that month. However, for any changes to take effect, the proposed schedule must be published in a local newspaper once a week for two consecutive weeks.
Section § 21382
This law says that all meetings held by the board must be open to the public and follow the rules set out in the Ralph M. Brown Act.
Section § 21383
This law specifies how many board members need to be present for a valid meeting decision. Generally, three directors must be present to make decisions, unless the board only has three directors in total, in which case two members are enough. This rule applies to all decisions except for motions to adjourn or set a new meeting time.
Section § 21384
This section allows a smaller number of board directors, even if they don't have enough members for a full meeting (quorum), to officially postpone and reschedule their meeting to a later date.
Section § 21385
This law section states that, unless specified otherwise, the board is responsible for overseeing and handling all business activities and affairs of the district.
Section § 21386
This section allows the board, during its initial meeting, to elect a vice president. The vice president can step in and carry out all the president’s duties if the president is absent or unable to perform those duties.
Section § 21387
If the president of the board isn't available for a board meeting and there's no vice president, the majority of the board can choose a temporary president from among themselves. This person will carry out the president's duties until the actual president returns or is replaced.
