Section § 24390

Explanation

This law allows the board to set up special accounts using money from the general fund to help run the district more smoothly and cost-effectively. They can also decide who will manage these accounts.

The board may by resolution establish special accounts from the general fund when they are convenient for the efficient and economical operation of the district and designate the person or officer to have custody of the several accounts so established.

Section § 24391

Explanation

This law states that special accounts within the general fund must receive money from the general fund using the same process as paying any other claims against the district.

Special accounts from the general fund shall severally be supplied from the general fund by warrant in the same manner as in the payment of any claim against the district.

Section § 24392

Explanation

This law section requires a person managing a special account to submit a detailed, verified written report to the board every month. This report, due between the 1st and 10th, must outline the total money received and all expenses from the previous month. The report should be filed with the secretary.

The person in custody of any special account shall make a verified report in writing to the board between the first and tenth of each month showing all of the following for the month next preceding:
(a)CA Water Code § 24392(a) Amount of money received by him for the account in his charge.
(b)CA Water Code § 24392(b) Amount and items of expenditures from the account.
The report shall be filed with the secretary.

Section § 24393

Explanation

This law states that money can only be taken from a special account if there is a written order from an authorized person. This written order must clearly state why the money is being used and who will receive the payment.

No payment shall be made from any special account except upon the written order of a person designated for the purpose by the board, which order shall indicate the purpose for which and the person to whom payment is to be made.
