Section § 25670
This law explains that a district must raise funds by imposing a completion assessment if it needs to finish a planned project or purchase necessary property, water, or water rights. This situation arises if there's not enough money from sold bonds and no new bonds are approved, or if existing approved bonds can't be used for these purposes and no new bonds are approved.
