Section § 25550

Explanation

Once the secretary gets the assessment book from the assessor, they must quickly announce both its receipt and when the board will meet to ensure property assessments are fair and equal.

Upon receiving the assessment book from the assessor the secretary shall immediately give notice of its receipt and of the time, fixed by the board, when the board acting as a board of equalization will meet to equalize assessments.

Section § 25551

Explanation

This law requires that a notice be published at least twice in newspapers within each county affected by a particular issue. Additionally, if the main office is in a different county, the notice must also be published in a newspaper there.

The notice shall be given by publication at least twice in a newspaper published in each affected county and if the office county is not an affected county, also in a newspaper published in the office county.

Section § 25552

Explanation

This law requires that a notice be published at least 20 days but no more than 30 days before the board's first meeting as a board of equalization.

The notice shall be first published at least 20 days and not more than 30 days before the time fixed for the first meeting of the board as a board of equalization.

Section § 25553

Explanation

If the equalization notice isn't published in a county (other than where the main office is), it doesn't make any land assessments in the county where the notice was actually published invalid.

Failure to publish the equalization notice in any county other than the office county shall not affect the validity of any assessment on land in a county in which notice was published.

Section § 25554

Explanation

This law states that until the process of equalization is completed, the assessment book must stay at the district office where anyone interested can inspect it. The secretary is responsible for keeping it there.

Until the equalization is finished, the assessment book shall remain in the district office in the possession of the secretary for the inspection of all persons interested.

Section § 25555

Explanation

This law specifies that on a set day mentioned in the notice of equalization, the board will come together as an 'equalization board.' This board will listen to and decide on any objections related to property valuation, land size, or other assessment issues brought to their attention.

On the day specified in the notice of equalization, the board shall meet as a board of equalization to hear and determine objections to the valuation, acreage, or any matter pertaining to the assessment coming before it.

Section § 25556

Explanation

This law states that the board, when acting as a board of equalization, can hold sessions for up to 10 days, not counting Sundays, to complete their tasks.

The board acting as a board of equalization shall continue in session from time to time as long as may be necessary but not to exceed 10 days exclusive of Sundays.

Section § 25557

Explanation

This law allows the board, when acting as a board of equalization, to adjust assessments if they find it necessary or fair to do so.

The board acting as a board of equalization shall order any changes in the assessment that it deems just.

Section § 25558

Explanation

This law requires the secretary to attend equalization proceedings and ensure that any adjustments ordered are reflected in the official assessment book.

The secretary shall be present during the equalization proceedings and shall make all changes ordered in the assessment book.

Section § 25559

Explanation

After the equalization session ends, the secretary has 10 days to calculate the total value and final assessed value of the land, as decided by the board.

Within 10 days after the close of the equalization session the secretary shall add the total values and determine the gross assessed valuation of the lands after final equalization by the board.
