Explanation

In California, an area of land that is next to a district, regardless of whether it's inside a city or not, can be added to that district if it's not already part of another similar district. The key condition is that the area must benefit from being included in the district.

Territory, whether incorporated or unincorporated, contiguous to a district, and not included in any other county drainage district or other district formed for similar purposes, may be annexed, if the additional territory will be benefited by annexation.
