Section § 30060
This rule clarifies that the laws within this section do not cancel out or change any existing laws about water, its supply, or how counties or cities obtain it.
Section § 30062
This law states that any land currently privately owned within a district's boundaries, which was once public land at the time the district was formed but not previously included in the district, is now officially added to that district. The Legislature believes this land gains benefits from being part of the district.

If a district spans multiple counties, any mention of the county or its officers in this part of the law refers to the county where most of the district is located.
Section § 30065
This law states that if a county water district includes or adds parts of a public agency or corporation, that does not change or weaken the agency or corporation's legal authority or identity, even if their purposes are similar. A public agency with a similar purpose can't be formed within a county water district without the district's approval. However, cities can annex areas within a water district without needing permission from the district.
Moreover, any county water districts formed within another existing county water district, even without the original district's consent, are considered valid as long as they serve a purpose not previously exercised or offer services not provided by the existing district.
Section § 30066
This law section states that if someone wants to challenge the validity of an assessment or legal documents like warrants or contracts under this part of the Water Code, they can do so by following specific procedures outlined in another part of the legal system, specifically starting with Section 860 of the Code of Civil Procedure.
Section § 30068
This law states that any districts covered by this specific division must follow the rules set out in the Uniform District Election Law. Essentially, it means they're required to adhere to a standardized set of election procedures.
