Section § 33200
This law is called the Costa Mesa District Merger Law.
Section § 33201
This law emphasizes that it's crucial for the residents and water users in Costa Mesa and surrounding districts to use and conserve water efficiently. It's recognized that Orange County's water issues are unique, so a special law is needed. The goal is to reorganize how water is supplied, stored, and used to avoid waste and duplication, making the system more economical and efficient.
Section § 33202
This law section explains the historical background of water distribution in and around the City of Costa Mesa. It mentions that various districts were formed at different times to supply water, including the Newport Heights Irrigation District, Fairview County Water District, and Newport Mesa County Water District. There is an overlap between these districts and the City of Costa Mesa, forming one continuous area. The proposed Costa Mesa County Water District would include almost all of Costa Mesa within its boundaries.
Section § 33203
This section explains that a part of the law is based on specific authority given by Section 13 of Article XI in the State Constitution.
Section § 33204
This section says that when interpreting this part of the law, it should be understood in a way that supports any actions or proceedings taken under it. Basically, it's saying to interpret the rules favorably if they're being used for legitimate purposes.
Section § 33205
This section ensures that the rights of bondholders or creditors of any water districts involved in a merger, or those of the City of Costa Mesa, are protected and not negatively impacted by this legislation.
Section § 33206
This law allows the City of Costa Mesa to participate in forming a new district by transferring its water system and related equipment, as well as contributing financially to the new district's operations.
Section § 33207
This law changes the name of the 'Costa Mesa County Water District' to the 'Mesa Consolidated Water District.' Anytime the old name is mentioned, it should now be understood as referring to the new name.
