ProcedureConduct of Elections
Section § 35100
District elections must follow the rules set out in the Uniform District Election Law and any other laws that apply to districts organized under this division.
Section § 35106
This law is about how ballots should be designed and used during elections in specific landowner voting districts in California. The ballots must be prepared by the county elections official and follow specific guidelines under the Uniform District Election Law. Each ballot has a perforated section at the top, containing the district's name, election date, and ballot number.
Above the top perforation, it indicates how many votes a landowner can cast. Below the perforation, the ballot includes details like the district's name and election date again, space for candidates' names (in a randomized order), propositions or bond issues, and a line to guide properly folding the ballot. Squares must appear beside each candidate and proposal for voters to make their selections. Instructions for voting might also be included on the ballot.
Section § 35107
This law covers the procedures for voting in landowner voting districts, which are special areas where only landowners can vote. Here's a summary of how the process works: A roster, or list of voters, is maintained, and each voter must sign next to their name. If someone is voting as a proxy, or on behalf of another, they must show proof and sign accordingly. A list of eligible voters and the number of votes they can cast is kept, and ballots are marked with the appropriate number of votes. The ballots are managed and checked for accuracy, initialed if corrections are made, and folded following specific guidelines. After voting, the ballot is handed back for a final check before being placed in a locked box. All these records, including proxies, are filed after the election.
Section § 35110
Once the election results are finalized, the county elections official must create and send a specific report to the board of supervisors, as outlined in a different section of the Elections Code.
Section § 35111
The clerk of the board of supervisors must, within 10 days of receiving the election results certificate, certify it as a true copy and officially record it with the county recorder in each affected county.
