Section § 81040

Explanation

This law outlines the benefits that projects should aim to achieve, which include significantly decreasing the use of drinkable water in cities and the amount of water used in farming. The projects should also boost the use or supply of recycled water and help cut down greenhouse gas emissions as well as both water and energy consumption.

Projects shall have one or more of the following benefits:
(a)CA Water Code § 81040(a) Measurably reduce urban per capita potable water use.
(b)CA Water Code § 81040(b) Measurably reduce agricultural water use.
(c)CA Water Code § 81040(c) Increase the use or availability of recycled water supply.
(d)CA Water Code § 81040(d) Reduce greenhouse gas emission and water and energy use.

Section § 81042

Explanation

This law states that local agencies in California can borrow money and have debts, as long as they follow constitutional rules and limitations.

Subject to all applicable constitutional restrictions, a local agency may borrow money and incur indebtedness pursuant to this division.

Section § 81044

Explanation

This law gives the department the authority to create rules and guidelines to help carry out the provisions outlined in this division of the Water Code.

The department may adopt rules and guidelines necessary or convenient to implement this division.

Section § 81046

Explanation

This law allows local agencies to offer loan programs that help people use water more efficiently. The loan payments can be made directly on their existing utility bills.

A local agency may implement water use efficiency loan programs pursuant to this division through on-bill financing.
