Section § 80810

Explanation

This section outlines the definitions for key terms used in this part of the water code. It explains what a 'bond' is, focusing on its role in supporting funds and expenses by the department. It equates 'California balancing authority' with the definition in another legal section related to utilities, as well as 'electrical corporation'.

'Eligible energy resource' refers to energy that can be procured by the Department of Water Resources if it connects first with a California balancing authority. The 'Commission' is defined as the Public Utilities Commission, and the 'Energy Commission' is the State Energy Resources Conservation and Development Commission. The 'Fund' is a specific energy resource procurement fund.

Other terms include the 'Independent System Operator' which manages the energy system, 'load-serving entity' and 'local publicly owned electric utility' both of which are defined similarly to other sections of the Public Utilities Code.

For purposes of this division, the following definitions apply:
(a)CA Water Code § 80810(a) “Bond” means any bond, note, or other written evidence of indebtedness issued solely for purposes of supporting the fund and other related expenses incurred by the department pursuant to this division, or for reimbursing expenditures from the fund for those purposes, establishing or maintaining reserves in connection with a bond, costs of issuance of a bond or incidental to its payment or security, capitalized interest, or renewing or refunding any bonds.
