Chapter 1General Provisions
Section § 80500
This law states that an electrical company's duty to provide service cannot be changed or reduced by anything in this division. The commission will make rules as needed to enforce this.
Section § 80502
This section emphasizes that the program developed under this law is meant to improve the well-being of California's people by protecting public peace, health, and safety. The law serves an essential government function. It also advises that the law should be interpreted broadly to achieve its goals.
Section § 80504
This law states that the powers and responsibilities of a specific department under this division do not follow the rules of the State Water Resources Development System. Additionally, the Department of Water Resources Charge Fund is a unique fund that is kept entirely separate from other funds and money managed by the department.
Section § 80506
This section defines key terms used in a specific set of regulations in California. It explains what is meant by 'account,' 'administrator,' 'bonds,' 'commission,' 'electrical corporation,' 'fund,' and 'Wildfire Fund.'
An 'Account' refers to the Continuation Account that electric companies can participate in. The 'Administrator' is defined as per another legal section. 'Bonds' are financial instruments issued to support the Wildfire Fund or related expenses. The 'Commission' is the Public Utilities Commission. An 'Electrical corporation' is a large electric company participating in the Wildfire Fund. 'Fund' is the Department of Water Resources Charge Fund, and the 'Wildfire Fund' is previously defined in another section.
Section § 80508
This law allows a department to fast-track emergency regulations for managing and enforcing issues covered under this division, treating them as crucial for public safety and welfare. The process for adopting these regulations must follow specific government procedures. In terms of contracts, the standard state rules about advertising, bidding, and prompt payment apply unless the department decides that sticking to these rules would interfere with the division's goals.
Section § 80510
This law requires state agencies and their personnel to help and cooperate with the department when asked, to support the goals of this specific division.
