The Water Security, Clean Drinking Water, Coastal and Beach Protection Fund of 2002 is hereby created.

Section § 79510
This section establishes the Water Security, Clean Drinking Water, Coastal and Beach Protection Fund of 2002. This fund is designed to manage and allocate resources for water security, clean drinking water, and protecting coastal and beach areas.

Section § 79511
This law states that any money placed in this fund can only be used for the specific purposes and amounts outlined in this part of the law and cannot be used for anything else.
All money deposited in the fund shall be used only for the purposes and in the amounts set forth in this division and for no other purpose.

Section § 79512
This law section states that if an agency finds that a project can't be finished or the money set aside is more than needed, the California Legislature can redirect those funds to other important projects as long as they align with the same overall goals.
Except as otherwise expressly provided in this division, upon a finding by the agency authorized to administer or expend money appropriated from the fund that a particular project or program for which money has been allocated or granted cannot be completed, or that the amount that was appropriated, allocated, or granted is in excess of the total amount needed, the Legislature may reappropriate the money for other high priority needs consistent with this division.
