This law ensures that when a law is repealed, it doesn't take away any important rights that a district, person, or entity currently has or would have had if the repeal hadn't happened.
The repeal effected by this part shall not be construed to deprive any district or any person or other entity of any substantial right which would have existed or hereafter exists had such repeal not be effected.
