Section § 33900

Explanation

This section simply states that certain acts, specifically from the years 1913 and 1937, have been officially canceled or annulled. In plain terms, the law no longer recognizes these acts as valid.

Section § 33901

Explanation

This section ensures that when certain laws are repealed, any rights that districts or people had before the repeal will still be protected. In other words, the repeal won't take away any essential rights they had or would have had if the laws weren't repealed.

The repeals effected by this part shall not be construed to deprive any district or any person or other entity of any substantial right which would have existed or hereafter exist had such repeals not been effected.
