Explanation

Section § 29976

Explanation

This section repeals certain previous laws, specifically those from the years 1917, 1933, and 1935. However, even though these laws are no longer in effect, the rules they established still apply to the Palo Verde Irrigation District as included in this division.

Notwithstanding the repeal of said acts the provisions thereof as codified in this division shall continue to apply to the Palo Verde Irrigation District.

Section § 29978

Explanation

This section ensures that even if certain laws (or parts of laws) are repealed, any important rights that a district, person, or entity would have had, or will have, are not taken away because of that repeal.

The repeals effected by this part shall not be construed to deprive any district or any person or other entity of any substantial right which would have existed or hereafter exist had such repeals not been effected.
