Section § 11930

Explanation

This California vehicle law defines two types of manufacturers involved in creating a housecar, which is essentially a motorhome. The 'first-stage manufacturer' is the one who makes the engine, chassis, and drive train. The 'second-stage manufacturer' takes these parts and installs the structure and equipment, making the vehicle suitable for people to live in and ready to be sold.

As used in this chapter:
(a)CA Vehicle Code § 11930(a) “First-stage manufacturer” with reference to a housecar means the manufacturer of the engine, chassis, and drive train of the vehicle.
(b)CA Vehicle Code § 11930(b) “Second-stage manufacturer” means the installer of the structure and equipment permanently upon the engine, chassis, and drive train of the vehicle rendering the vehicle complete and suitable for human habitation and ready for delivery to the dealer or the buyer.

Section § 11931

Explanation

This law requires that when you buy a new housecar, the dealer must provide you with a list and copies of all express warranties they know about from manufacturers or other sources. You must sign the list to confirm you've received these warranties, and the dealer also signs to confirm they're giving you all known warranties. Both parties keep a copy of this signed list. Not following this rule is considered a minor legal violation.

(a)CA Vehicle Code § 11931(a) The dealer shall give the purchaser of a new housecar a list of every express warranty, of which he has notice, that has been issued on the housecar, or a part thereof, by the first-stage manufacturer, the second-stage manufacturer, the dealer, or any other party. The dealer shall also give the purchaser a copy of each warranty.
(b)CA Vehicle Code § 11931(b) The purchaser shall sign the list as an acknowledgment that he has received each warranty listed. The dealer shall sign to signify that all express warranties applicable to the housecar appear on the list. Both the purchaser and the dealer shall retain a copy of the list.
(c)CA Vehicle Code § 11931(c) Violation of this section is an infraction.
