Explanation

This section of the law is called "Kaitlyn’s Law."

This division shall be known and may be cited as “Kaitlyn’s Law.”

Section § 15602

Explanation

This law states that the rules in this division about motor vehicles apply not just on highways, but everywhere in the state of California, unless there's a specific exception mentioned.

This division applies to motor vehicles upon the highways and elsewhere throughout the state unless expressly provided otherwise.

Section § 15603

Explanation

This law is designed to protect young children from injuries or death when left alone in cars. It aims to educate parents and caretakers about these dangers and allows for fines to be given to anyone who leaves a child alone in a vehicle under risky conditions.

The purpose of this division is to help prevent injuries to, and the death of, young children from the effects of being left alone in a motor vehicle, to help educate parents and caretakers about the dangers of leaving children alone in a motor vehicle, and to authorize a monetary fine to be imposed on a person for leaving a young child alone in a motor vehicle in circumstances that pose a life safety risk.
