Section § 8800
This law states that the Department of Motor Vehicles (DMV) in California can suspend, cancel, or revoke the registration of a vehicle or its documents, like the certificate of ownership, registration card, or license plate under certain conditions. These conditions include if the documents were obtained fraudulently, the vehicle is unsafe or has been dismantled, fees are unpaid, plates are used on the wrong vehicle, or the owner has committed specific offenses related to vehicle registration.
The DMV can also suspend registrations if the federal Department of Transportation issues an order, or if a motor carrier permit or operating authority has been revoked. The suspension remains until all necessary legal permissions or permits are cleared and reissued.

If the vehicle department cancels, suspends, or revokes any vehicle registration, ownership certificate, registration card, license plates, or permits, the owner or anyone holding these items must immediately return them to the department.
Section § 8803
If the department cancels, suspends, or revokes a license related to motor vehicles, the person who holds or possesses the license must return all related items, like the license document, plates, and certificates, to the department right away.

If you live in California and own a vehicle, you're required to register it in California and pay the necessary fees and taxes here. If you instead register or renew your vehicle's registration in another state or country to avoid these fees, you're committing a misdemeanor.
