Any violation of any provisions of this division may be enjoined in a civil action brought by the Attorney General in the name of the people of the State of California, upon request of the Department of Motor Vehicles, except that it shall not be necessary to show lack of adequate remedy at law or to show irreparable damage or loss.

Section § 34725
This law says that if someone breaks a rule from this section, the Attorney General can stop them through a civil court case. This can be done on behalf of California's people, per the Department of Motor Vehicles' request. Importantly, they don't have to prove there's no other way to fix the problem or that the situation will cause serious harm.
