Section § 4900
This section of the law defines key terms used within the division. "Department" refers to the Employment Development Department, and "Director" refers to the Director of Employment Development.
Section § 4901
The director is required to create a report every two years for the Legislature, starting in 1994. This report, due by February 1st of each even-numbered year, should cover the department's plans for automation, including any improvement suggestions. These are intended for review by the legislative policy and financial committees.
Section § 4902
This regulation mandates that a specific report be given to various government bodies by February 1 of each even-numbered year. This report must include: 1) A long-term strategic technology plan outlining goals and strategies to improve how the department uses information technology over a 10-year period. It should align with the department's business objectives and detail its information management principles and vision. 2) A shorter-term, tactical plan covering specific projects over the next three years, including project details, costs, benefits, and any expected savings in personnel and operation. 3) Clarifies that this report does not replace existing reports provided to the California Department of Technology.
Section § 4903
This law section requires that 30 days before releasing a specific report, the director must send it to the California Department of Technology for review. The department will then comment on the report and their feedback must be attached for distribution. In their review, the department should check if the report meets required standards, matches the strategic plan they received separately, and if the costs and benefits align with projects approved or listed in the annual plans.
