Section § 25120
After a district is formed, the county boards of supervisors involved must give the district enough funding to do its job. The district's board of directors can recommend how much each county should contribute. They also need to update these county boards about their spending and what resources they need.
Section § 25121
This law allows county supervisors within a district and the state of California to contribute money to a joint fund, called a contingent fund. Counties can use unallocated money or funds from state taxes on vehicles and fuels. The state can also contribute funds to this joint fund for highway projects. Moreover, the state can specify how its contributions should be used, as long as those uses align with the authorized purposes detailed in this section.
Section § 25122
The contingent fund in this section can be used for various purposes related to forming and running a district. It's available for organizing the district, conducting surveys, and performing essential engineering, legal, or clerical work. The fund can also be used to improve public highways and to buy land or obtain rights of way necessary for the district's activities.
