Chapter 11Federal Aid for Rural Highway Public Transportation
Section § 2500
This law is known as the Rural Highway Public Transportation Act. It's essentially the official title or name given to the chapter concerning rural highways and public transportation.
Section § 2501
This California law section states that federal funds are available to improve public mass transportation on highways in rural areas to help people there access jobs, healthcare, shopping, education, and public services. The purpose of this chapter is to make sure this program is carried out appropriately in California. Local boards, city councils, and the state department have the authority to take all necessary actions to secure and manage these federal funds for rural transportation projects.
Section § 2503
This law defines 'rural areas' by referring to a specific section of the United States Code, which is Section 101 of Title 23. This means that for any purposes in this chapter, the definition of rural areas comes from that federal source.
Section § 2505
This law requires the department to create and follow procedures and take necessary actions to ensure compliance with both this chapter and all relevant laws, rules, and regulations.
Section § 2506
If an application is being made for federal funding for rural public transportation projects in California, it must go through the designated department as specified by the law.
Section § 2507
This law allows the department to permit early payments for work on rural public transportation projects even before a formal grant agreement is signed. However, this is only possible if three conditions are met: First, the work must already be part of a project plan approved and submitted for federal funding. Second, a grant agreement must eventually be signed between the department and the claimant. Third, there must be funds specifically set aside and available for the project.
