Any territory within a district which is not benefited in any manner by the district or its continued inclusion therein may be excluded from the district by proceedings under and pursuant to the District Reorganization Act of 1965 (commencing at Section 56000, Government Code).

Section § 17501
This law explains that if an area within a district does not receive any benefits from being part of that district, it can be removed. The removal process follows the guidelines set out in the District Reorganization Act of 1965.
